(This description of activities was prepared by the coordinator, so it contains activities related to the whole project. A more detailed summary can be obtained by studying the timetables of 9 modules /eg. concerning the questions of curriculum development/.)

September 16, 96. Beginning of the alternating education.

The academic period of the education was began in 2 modules (environmental technics - management, steel structures). Later (end of September) the 3rd module (process engineering) was began as well.

The general conditions of the education (credit points, scholarships etc.) were defined by vice-rector Dr. Reffy.

September 27, 96. Meeting in Dunaújváros.

Participants: representatives of Dunaferr Company (Ms. Mádliné dr. Maár Ilona director of the Human Institute, directors or representatives of ltd: Mr. L. Szűcs, Mr. Z. Suba, Mr. I. Trencsényi, Mr. F. Bakonyi, Mr. L. Hufnágel, Mr. A. Szloboda), TUB professors (Dr. L. Dunai, Dr. I. Loványi, Dr. P. Moson, Dr. M. Parti), students of the new alternating educational form (11 environmental technics - management, 4 steel structures), others.

Summary. The meeting was chaired by Ms. Mádli. The Dunaferr representatives gave a detailed description of the current situation in their factories, and plans for the next decade. The main issue was the engineering part, but the questions of financement, human resources were touched as well. Mr. Moson summarized the Sandwich project, the first results of the joint university-enterprise activities. After some discussions the students signed the contracts with Dunafderr for the following 2 years of alternating training. The meeting was terminated by a visit of the company.

October 15, 96. Report about Working Period 1.

The report containing description of activities carried out, financial report, activity plan for Working Period 2 was prepared and submitted to PHARE Office.

October 17, 96. Official Opening Ceremony (TUB Budapest)

Program: 10:15-10:30. Reception at the Rector's Office

10:30-12:00. Opening Ceremony in the Main Ceremony Hall of TUB

12:00-12:30. Information , consultation, discussion.

12:30-13:15. Visit of the Information Technology System of the project.

13:30- 15:00. Lunch.

Participants:(Opening ceremony). EU, French guests, CNAM delegation, consortium members (enterprises, unions, foreign partners), representatives of the Hungarian ministries, TUB professors, students of the new alternating education, people interested in sandwich type education (approx 150 persons).

Summary. The ceremony was chaired by P. Moson, the project coordinator. The speakers (in order of their speeches at the meeting): Dr. P. Bíró, rector TUB (speech in Hungarian); Dr. Ch. Sol, CNAM, director ESCPI; Ms. M. Zsíros, Dunaferr Human Resources director; M. F. Nicoullaud, ambassador of the French Republic in Hungary; Mr. A. Forgács, Ministry of Culture and Education, vice secretary of state; Mr. M. Monfort, French Ministry of Foreign Affairs; Mr. B. Emont, French Ministry of Culture; Mr. Zs. Hamzi, student of the alternating education; Mr. M. Pincon, French-Hungarian post-secondary education cooperation; Mr. G. Malglaive, director, Ingénieurs 2000; Mr. P. Soltész, Hungarian Ministry of Culture. The speakers underlined the importance of the new educational form and the successful cooperation of EU partners, Hungarian enterprises, ministries and higher education. The ceremony helped to present the new educational form to all basic participants (university, enterprise, students, Hungarian and foreign govermental bodies).

The presentation of the Information Technology System showed the succesful installation of the equipment. The IT system at this moment is able to give general information about the project and the existing modules on the World Wide Web.

October 18, 96. CNAM network meeting (TUB Budapest)

The aim of this meeting with participation of 17 Hungarian higher educational institutions was to present the CNAM (consortium member) network containing approx. 60 centres all over the world. TUB probably will be one of these centres, and this meeting can be considered than the first extension step of the alternating (sandwich) type education in the other Hungarian higher education institutions.

October 19, 96. Information Technology Course (TUB Budapest)

The IT system was presented in detail to the representants of 9 modules and the French partners. The use of system was discussed. It was decided to form 10 technically identical (Windows 95 based) workplaces for the regular educational and administrative work.

October- November 96. General Publicity of the Sandwich education.

The activities in publicity will be divided in 2 main directions: (i) general information about the project, (ii) special information about the educational modules. In this period the work was focused on general information. Basic activities:

November 18, 96. Visit of PHARE Professional Supervising Committee

Members of Committee: Dr. G. Agg (Hungarian Ministry of Culture and Higher Education), Dr. L. Hollán (EU specialist, SEVRES, France), Dr. F. Tátrai (PHARE program director).

Summary: The project coordinator presented the CFA Hungary 2000 office, the information technology system and the administrative files of the SANDWICH project.

In the discussion, among others, the following questions were arisen:

- it is recommended to involve into the project new enterprises (in addition to Dunaferr) and the remaining faculties of TUB,

- on all documentation, additionally to the logo of PHARE, the name and number of the program must be indicated,

- the participation of EU and Hungarian governmental organisations would be useful in the investigation of legal and financial aspects of the project, which is extremely important for the long time survival of alternating education.

The general evaluation of the project was very good.

November 28-30, 96. Tutor training, Balatonfüred.

Objectives (formulated earlier):

discussion on the industrial period, finalisation of the double tutorship, responsibilities, deadlines,

training of tutors based on the CNAM experience,

use of information technology system in tutorship.

Friday 9:00-12:00. Tutors`training. General ideas of alternating education of engineers. Main objective: "production"of an engineer competent in both academic and practical senses. Main method: joint work of university, industrial tutors and learner-engineer, managed by the later and containing regular evaluation on all levels.(J.M. Pajot).

15:00-18:00. Tutorship. Concrete realisation. Detailed description of methods, tools, documents used at CNAM. Discussion (university, enterprise representatives). (J.S. Chantome).

18:00-18:30. Decisions on industrial period, tutorship (see detailed description).

19:00. Dinner. Further free discussions.

Saturday 9:00-11:00. Summarising consultations (coordinator - French specialists)

Decisions

related to industrial period and other activities at DUNAFERR:

1. Students' orientation test: 10:00, January 8, 1997 (planned).

2. Final choice of tutors (as soon as posible followed the finalisation of professional themes - Dec. 96 - Febr. 97).

3. Dunaferr expressed willingness to recruit new students for a second promotion of sandwich type education. A visit to Dunaferr company will be organized (with presentation of real technical problems to solve). The responsibles of modules are asked to determine the best date.

4. A TIMETABLE of activities must be worked out. Planned activities and dates:

Beginning of industrial period (Steel Structure: Febr. 7,97; Environment: Febr.7,97 special training at TUB, mid March industrial period).

English language: distance learning, 1 consultation at Dunaújváros/month.

"Dunaferr knowledge". 1 week presentation of the company, meetings with directors (April 97).

January 8, 97. Budapest.

Personal ability, skill test of the first students (14 participants) organized by DUNAFERR. It was a preparatory phase of the industrial period (helping to choose the appropriate field of work). The investigation was carried out by Ms. A. Balogh (SHL Hungária Ltd - a longtime partner of Dunaferr company) and it consisted of a written and oral (evaluation) parts. The written part contained:

Test 2. Text comprehension skills (time limited - 35 minutes)

Personal questionnaire (containing only job related questions).

January 13, 97. Consortium meeting. Budapest.

Participants: Representatives of the 10 consortium members, professors of TUB involved in the project (approx. 30 persons, see list included).

Summary of activities.

1. Videotape presenting CNAM, especially tutorial work (10 min.)

2. Report of the coordinator (P. Moson) containing activities performed in the period September 1,96 - January 97, tasks for the nearest future (industrial period of the first students, PR activities /general and on course level/, adaptation of tutorship materials, extension of the use of informational system, financial, legal aspects), strategic planning.

Contribution of Ch. Sol (CNAM). Evaluation: The project develops very quickly, important steps has been done. Risks, questions to be solved: (i) more active involvement of the direction of TUB in the pedagogical part; (ii) appropriate choice of internal structure (suggestion: education, diploma can be on faculty level, but enterprise relations, PR, marketing activities would be better organised by a center, HONG 2000, TUB PRO ; (iii) importance of increase of participating companies.

Discussion.

3. Particular discussions of the participants (main topics: reception of students in Dunaújváros (Ms. Madli, Mr. Lajos, Mr. Dunai); visit of the industrial tutors to CNAM, France (Mr. Sol, Ms. Madli); finalisation of the information materials (they will be distributed by the Round Table of Industrialists, Ms. Á. Brányik); financial questions (presented by Ms. I. Varga); adaptation of tutorship materials (it will be carried out by Ms. M. Perger, and supervised by Mr. I. Lovanyi), information technology system (Mr. Á. Nagy) architecture module (Mr. Matuscsak).

4. Consortium meeting. By this time the most of activities were carried out by TUB, CNAM ESCPI, Ingénieur 2000, Dunaferr, GVK. In the following period a more active participation of other consortium members is planned (involving enterprises, students, teachers - using general documentations, particular presentations, personal activities). The translation of information materials into English was decided. The question of creating alternative variants of education was arisen (other length of training, employees status of participating students etc. The financial motivation of participants was discussed as well.

5. Dinner. It was mentioned that this meeting was the second (1st was held in January 96 in Paris, according to the original PHARE application). The discussions on general policy were continued, especially concerning foreign and multinational firms.

January 14-15, 97. Industrial days. TUB - Budapest.

The aim of this program was to improve university- enterprise relations (which is the main objective of the PHARE HU. 94.05. program as well). Program:

1. Opening speech of P. Bíró, rector of TUB.

2. Detailed investigation of the main objectives (evaluation of the current situation, plans) by G. Gordos, vice-rector of TUB. Here among others was underlined the importance of educational service activity of TUB based on demands of economic sector and carried out not only at the university campus (the alternating, SANDWICH type, education is a realisation of these ideas).

3. Presentations of different offers (research, education etc) to the invited guests. The SANDWICH project was presented by the coordinator (15:20-15:40 Jan 14, 97 ), an information materials(in Hungarian) and a poster were prepared as well. There were questions about the realization of the project and interest in the participation (eg. Bács-Kiskun County Foundation for Enterprise Promotion Enterprise Agency).

January 16, 97. FETES DE LA FRANCOPHONIE

Mr. J. Chirac, the president of the French Republic visited Hungary. His program contained a meeting with the representatives of the young Hungarian generation (approx. 3000 persons) held at the Budapest Hall of Sport. There was an exhibition of educational possibilities, projects with French participation. The Sandwich project was presented as well (poster, information materials, participation of the colleagues involved in the project).

January, February 97. Activities to involve further enterprises into the project

The consortium members began active PR work. The Hungarian information materials have been renewed, English version has been prepared.

The Round Table of Hungarian Industrialists sent the new information letter to approx. 100 leading Hungarian Enterprises. Later on a meeting of this organisation Mr. I.Horváth, the general director of Duneferr, presented their politics, including the Sandwich type education as well.

Visit (Jan. 25-29, 97) of the coordinator to IBISTRA Company (Berlin). The main topic was to discuss the participation of consortium member IBISTRA in the presentation of TUB sandwich project in Northern-Europe (Germany, Denmark, Finland). According to the plans special information materials will be prepared (based on the English version). Later the representatives of the company will find the interested enterprises and give a detailed information. On behalf of IBISTRA Mr. Thomas Pfau (member of the consortium) and Mr. Fritz Steinbeck took part at the meetings. For this work the project can provide to IBISTRA approx. 3000 ECU. The long term financing of joint activities will depend on the number of enterprises involved by this way into the alternating education.

The program contained a visit to a&d Schulungszentrum - Berlin, where Mr. Hilbert Krüger informed the coordinator about their continuing education activities, experience.

The visit helped to obtain more information about the work of the partner institution. Its real use can be measured later, depending on the success of the activities described above.

Visit of Ms. Mária Perger to Paris (ESCPI, Ingénieurs 2000). Ms. Perger prepared and taught courses in the Native Communication module and she will be involved in the university - enterprise cooperation. Ms. Perger took part at tutorial meetings, evaluation procedure. She is responsible for the translation of tutorial administration materials.

Some other consortium members (ÉVOSZ, Civil Building Construction Ltd) performed an active work in organisation of new modules.

January, February 97. Exams of the academic, beginning of the industrial period.

The students participating in sandwich education have successfully fulfilled their academic period requirements.

An intensive work was carried out by the 3 module directors, their colleagues and the responsibles of enterprises to organise the beginning of industrial period.

Beginning of industrial period for the 4 steel structure module students (in Dunaújváros). The students of the environment-management module take part at a special intensive training prepared for this group at TUB.

February 22-27, 97. Paris. Industrial tutors' visit, training.

A delegation (7 persons) of industrial tutors (Dunaferr, Alba Regia-ÉVOSZ) visited ESCPI and Ingénieurs 2000 in Paris. This delegation was accompanied by Ms. Perger.

February 25, 97. Presentation of the project to the students.

It was a part of a series of events titled: EUROBUS - European Union at the Technical University of Budapest. The coordinator informed the students in the Workshop: Education at EU.

March 7, 97. Hungarian open & distance learning day.

The project was presented (poster session) on the annual event of Hungarian ODL. The one day meeting was devoted to quality assurance. The key speaker was Ms. Maria Honti, vice secretary of State, Ministry of Culture and Education. The participants (approx. 200) were interested in the project, the question of extension to other higher educational institutions is under investigation.

March, 97. Beginning of industrial period for the students of the environment-management module.

March 10-13, 1997. CNAM delagation in Budapest

A delegation of the consortium member CNAM (Mmes Hedin, Rudin) visited TUB. The implementation of the project and further joint activities were investigated.

March 18, 1997. Extension (German firms)

Consultation with Dr. Th. Pfau (Ibistra) and Dr. Friedrich Bauersachs (Friedrich Naumann Foundation). Main points:

- the involving of German firms will be realised in cooperation of 4 organisations (TUB, Ibistra, Friedrich Naumann Foundation, German Business Club).

- The firms interested in the project will contact soon the students of TUB.

- There is a real demand in pharmaceutical industry. The participation in the project of the Faculty of Chemical Engineering will be considered.

- Others: improvement of communication lines (TUB specialist at Dr. Bauersachs).

April 2, 1997. Meeting on industrial tutorship

Participants: Ms. Morone Zupko Timea (Dunaferr, Human Institute, director), Ms. M. Perger, P. Moson (TUB). Summary: There are 15 students (11 environment, 4 steel structure module) at the Dunaferr Company. Dunaferr specialist highly evaluate their visit to CNAM, ESCPI Paris. They have finalised their activities based on this experience. Different documents are in preparation stage (among others a Sandwich leaflet, paper prepared by Mr. I. Horvath /director general/). The company considers the alternating education as an important new initiative, which probably will become an integrated part of its human policy. The following questions were discussed.

Evaluation (in Hungarian). 3 levels: monthly (professional, relations to the job, functions of intelligentsia); bimonthly (work); Sandwich conference (at the end of the period). Evaluation levels: to develop; satisfactory; excellent. The corresponding documentation is prepared, the first evaluation has been done for 4 students. Evaluation leaflet 1, leaflet 2, leaflet 3.

Motivation of tutors. At the end of industrial period. 3 methods: project, enterprise, royalty type.

Sandwich conference (Jun. 30-July2). General evaluation of the industrial period, students will present their work.

April 2, 1997. Meeting on academic tutorship (See minutes as well)

The university tutors are in continuous contact with their students and industrial counterpart. They regularly visit the company and meet the students at TUB. The representatives of university tutors were informed about the common academic-industrial tutor activities (May 12, July 1) and documentation used by industrial tutors. It was decided to finalize the academic tutor documentation (prepared by Ms. Perger) till the end of the next week.

There was a discussion about the responsibilities of tutors:

According to Mr. Parti (Environment module) the main consultant in professional questions is the industrial tutor. The basic role of university tutor is to guarantee the academic level of industrial work.

According to Mr. Dunai (Steel structure module) a stronger cooperation is possible among the tutors. The correct choice of the themes (work, thesis) can guarantee the level corresponding to the students' knowledge.

Both agreed that the alternating education probably will lead to new research co-operations between enterprises and universities.

Another question discussed: how to take into account other industrial problems solved by the students (these works partly independent on the theme naturally arise in an industrial environment - their motivation is recommended).

April 7, 1997. Meeting of TUB module directors (See minutes as well)

3 main topics were discussed:

Final variant of the report (WP 2).

Evaluation of the current stage of the implementation. Strengths: the training was began and integrated into the university education system. Dunaferr is very active both in realization and extension of alternating education. Weaknesses: it has not found yet another enterprises with similar to Dunaferr interests.

Future plans. Evaluations at Dunaferr (May 12, July 1). Information materials for the Deans of faculties TUB to raise their activity. Additional methods to involve more enterprises in the project.

May 9, 1997. Extension. Meeting with executives of Schneider Hungary

Participants: Mr. Christian Burtel industrial director, Ms.Magdolna Becker education director, Mr. J.M.Pajot (Ingénieurs 2000), M. Perger, P. Moson.

Summary: Groupe Scneider, an important multinational enterprise in Hungary, was informed about the activities in alternating education both in France and in Hungary. Mr. Burtel emphasized that they would consider their participation in the project and formulate training needs. Preliminary interest seems in logistics and quality assurance type modules. Ms. Becker was invited for the May 12th evaluation meeting.

May 12, 1997. Evaluation meeting. Dunaújváros. (Minutes)

Participants: tutors (academic, industrial), representatives of CNAM, Dunaferr, TUB, students.

Summary: The work of students was presented by their tutors and evaluated according to Leaflets 1-3. (See April 7). There was a discussion about the evaluation procedure and the current situation of the project. Dr .M. Zsíros (Dunaferr human management director) underlined the good choice of industrial projects, the existence of evaluation and the activity, enthusiasm of learners.

May 13, 1997. CNAM - TUB discussions.

Ch. Sol co-coordinator of the project had meetings with colleagues of Management, Information technology and Architecture modules.

The discussions of F. Laulin, Ch. Sol and P. Moson were devoted to extension of the project, further possible applications and cooperations. These questions will be decided during the visit of P. Moson to CNAM (Sept.,97), where he will attend different evaluation events as well.

May 16, 20 1997. TUB - Evaluation and extension meetings. (Minutes)

May 16. The Operative Committee of the project discussed the contribution of the coordinator on the Meeting with deans planned for May 20.

May 20. The faculties were informed about the project and the question of extension was investigated. The general evaluation is good, especially the active participation of the Dunaferr company and the students can be underlined. Questions to develop: information of students, participation of university tutors, involvement of further enterprises. It was decided to present the success of the project to vice-secretaries of state of the Ministry of Culture and Public Education and propose to create some funds for further courses based on an application procedure. May 28-29, 1997. Visit of CNAM delegation to Budapest

May, 1997. Extension to the Faculty of Architecture

Followed a long preparation period the Council of the Faculty of Architecture has accepted the proposal prepared by Dr. Matuscsak (the module coordinator) for the alternating education at this faculty. On the meeting there was a vital discussion with the participation of leading architects of Hungary. The results of voting were 20/7/1.

Spring 1997. Information materials, PR activities

June, July 1997. Preparations for Sandwich Conference

About 100 invitation letters were sent to consortium members, ministerial organizations, other enterprises and higher education institutions. Program.

June 23, 1997. Visit of Dr. Pfau (IBISTRA)

Dr.Pfau informed the coordinator about the results of activities decided in March (see March 18, 97). Questionnaires were sent to German firms via Club of German Enterprises. The answers, general reception were positive. Dr. Pfau will prepare a report summarizing IBISTRA's activities.

July 1-2, 97. AGORA

The new rector of TUB, Dr. Ákos Detrekői was informed about the education form. Dr. Detrekői raised this topic on the recently established public forum of university called AGORA:

November 5, 97. Dunaferr, Dunaújváros. Meeting at István Horváth (president director General). Participants: Dr. M. Zsíros (Human Resources Director), Timea Zupkó (director, Human Institute), Ch. Sol (director, CNAM-ESCPI), P. Moson (coordinator). The project was evaluated both by I. Horváth and the French partner. The questions of continuation, extension were discussed. An activity plan (containing important participation of enterprises) has been accepted.

November 6, 97. Budapest. High level personnel of the French Embassy was informed about the project. Participants (Mr. H. Lebreton councillor, Mr. D. Pladys attaché, Mr. Ch. Sol director, CNAM-ESCPI, Mr. J-S. Chantome (Ingénieurs 2000), P. Moson coordinator. The project was evaluated and the French participation in the follow up was discussed.

November 6, 97. Budapest. Dr. A . Penninger (director TANOK, TUB) was informed about the project. The participation of TUB and especially Dr. Penningers' organization in the follow up was discussed. The structure of an Ingénieurs 2000 type Hungarian organization was under investigation.

November 6, 97. Bupapest. SANDWICH CONFERENCE. (detailed program). The project was presented to students of TUB. The program contained presentations of industrial period by the students, information about the education (Dunaferr, TUB), delivery of Dunaferr prize, discussion.

November 7-9. Gálosfa, Hungary. Consortium meeting. The aim of this meeting was to summarize and evaluate the activities carried out by different consortium members, formulate the basic results, the direction of development, investigate the follow up of the project. The 40 participants represented all basic partners - students, enterprises (human resources directors, tutors engineers), foreign partners (French - CNAM, Ingénieurs 2000, German - IBISTRA), university (module managers, university tutors), Phare consultant (L. Hollán), Ministry of Culture (E. Udvardy Lakos). The meeting was chaired by the coordinator (P. Moson). After the meeting the general opinion was: The experiment of alternating education of engineers was successful. The continuation is recommended. Based on the experience new tasks were formulated in all important fields (organizational, educational, financial, legislative, diversification).

Short summary of the program:

Day 1. All consortium members presented their activities (most of presentations see attached) and evaluated the previous work. The presentations (in chronological order): introduction (P. The presentation was followed by a vital discussion with participation of other colleagues (e.g. industrial tutors: M. Nyirő, J. Pallag, students). The main ideas of the discussion are reflected in Ms. Zupko's presentation (based on earlier discussions as well see October, November). The results will be summarized later in the part suggestions. Some topics discussed: motivation of different participants (learners, enterprise, university), the optimal profile of the learners (very good level, normal level - interest in applications,...), case studies about the relations between learners and industrial tutors.

Day 2.The future of the alternating type education in Hungary was investigated. The discussion was around 3 questions formulated to the main participants: (i) willingness to continue the project, if yes: (ii) plans for the future, (iii) conditions of participation. All partners have emphasized their interest in continuation. The presentations (in chronological order): Students (They would like to concentrate on the professional work, but they are ready for presentations, publicity of the new educational method. Later the question of a learners' organization /club/ can be investigated.), Architecture T.Matuscsak (they have just began the first academic period. Problems of finances were presented - tax reduction, legislation, motivation of tutors, working periods abroad.), Faculty of Electrical Engineers I. Lovanyi (homogenization /evaluation, tutorial work etc./, diversification /new enterprises/, earlier recruitment of learners /large need in informaticians - the students are not "free" after the 6th semester), Steel structures L. Dunai (They would like to decide the strategy after the graduation of this 12 students. The importance of motivation of students, tutors was underlined.), Social sciences J. Zákány, M. Perger (homogenization for larger groups, problems of foreign language education - different level, how to choose the language, problems to find teachers in native communication), German relation, IBISTRA Th. Pfau (plans for the formation of a foundation with participation of the Business Club of German Enterprises and other partners), French relation, CNAM Ch. Sol (quick resolution of financial questions is needed, structural proposition - new Ingénieurs 2000 type Hungarian organization, development to discuss eg. motivation of university tutors, credits for the industrial period), Enterprise Ms. T. Zupko Dunaferr (active, on the highest level participation, in the continuation, diversification /MIKOSZ/; proposal that 0.2% of adult education taxes can be used for alternating education, need in homogenization, central office), university P. Moson TUB (willingness of TUB to continue the experience, Dr. Penninger's agree about the new organizational structure), Phare L. Hollán consultant (the consultant underlined that for these type of new initiatives first of all belief and enthusiasm is needed on behalf of participants, but of course all partners ' task is to look for the optimal financial conditions. He asked for the diversification in 2 senses: (i) to involve new enterprises, (ii) to involve other higher education institutions), Ministry of Education E. Udvardi Lakos (he presented the problems in the legislative and financial support in case of introduction of new educational forms). At the final part of the plenary meeting proposals based on the experiment were formulated (see minutes prepared by the financial assistant coordinator Ms. I. Varga).

November 13, 1997. Budapest, Neumann Foundation. Dr. Pfau discussed with the coordinator details about the Fond for support of German firms to participate in the diversification of the project.

November 17-18, 1997. Extension. Francoforum.

Day 1. The project was presented by the coordinator at the Colloquium on French-Hungarian Enterprise-University relations (organized by French Embassy and Hungarian Ministry of Culture). The same day the coordinator co-chaired a section of this meeting.

Day 2. The visitors of Francoforum (a job market type meeting organized by the students of 3 higher educational institutions) were informed.

These days were visited by high level diplomats (French, Belgian ambassadors), Hungarian secretary of state, representatives of French firms, other educational institutions, learners. There were encouraging talks of Ch. Sol, P. Moson with M. Peyresaubes (president of French-Hungarian Chamber of Trade and Industry).

December 97. Final professional and financial plans. The activities and the detailed financial issues were defined based on the reports of all 9 modules in the project. The main task for the remaining period: continuation of education, information about the results achieved, determination of the best conditions for the continuation, extension.

January 98. Plans for continuation, extension. The coordinator (after consultations with Ms. Moro /Dunaferr/, Prof. Sol /CNAM/, Prof. Penninger /TUB/ prepared a strategic plan for the extension of the project. According to this plan the main objectives are the increase of participating enterprises and higher educational institutions. At this moment the contributions are: Dunaferr (to involve more enterprises, initiatives in the direction of changes in Hungarian legislation /to create the long time legal and financial conditions of alternating education/); CNAM (to share experience in university-enterprise relation, preserve the international character of activities, investigation of further financial support in LEONARDO project); TUB (organization of a special unit /similar to Ingénieurs 2000 in France/ for supporting university - enterprise relations and educational process, investigation of further financial support in TEMPUS project). The project is seeking for other partners to realize these plans.

Paper prepared by Ms. I. Mihály (Ministry of Labour) contains a description of training and it will appear in periodical "Magyar Felsőoktatás".

March 7, 97. The coordinator took part at the meeting of young Hungarian economists "EDUCATION AND ECONOMIC DEVELOPMENT". The transparents of his lecture.

February 12-14, 1998. Visit of the coordinator to CNAM (Paris).

MM. Ch. Sol and F. Laulan took part in the discussion on behalf of ESCPI, CNAM. The French partner was informed about the current situation of educational process. The extension plans were finalized based on the documents prepared by Dunaferr (in Hungarian), TUB (in Hungarian), CNAM (in French). The responsible: LEONARDO - MM. Sol, Laulan, TEMPUS - P. Moson. The partners basic tasks are:

Dunaferr - involve Hungarian enterprises, CNAM - involve further foreign partners, TUB - involve more Hungarian higher education institutions.

February 27. 1998. TUB module managers meeting.

Participants: L. Dunai, I. Lovanyi, P. Moson, M. Perger, J. Sarvari; earlier consulted with the coordinator: J. Hoka, M. Parti. The coordinator proposed the discussion of the following 4 questions:

  1. Phare evaluation. The participants were informed about the (positive) evaluation. (Dr. Agg's report /in Hungarian/, Dr. Hollan's report 1, 2 /in English/)
  2. The education process. The learners (first and second year) began their industrial period according to the plans. The questions concerning the DE of foreign language and management, final professional themes (first year students), registration in TUB NEPTUN system were discussed.
  3. Reports. The coordinator asked the module managers to prepare the 4th period (Sept. 1, 97 - Febr. 28, 98) for March 15. June 11-13, 1998 a common meeting of the whole Phare project will be held in Balatonszeplak, Hungary. The project will send 4 participants, including a student.
  4. Extension. The extension plans (see e.g. visit of the coordinator to Paris) were discussed, including the tasks of each participant.

The colleagues raised the problem of continuation of education of present learners after the end of the project. The coordinator will investigate the financial and organizational questions and inform the managers in 2 weeks time.

March 6, 98. Meeting at TUB. Participants: A. Penninger (TANOK director), L. Dunai, P. Moson, M. Perger, I. Varga. The problems of continuation and extension of alternating education activities were discussed. A. Penninger informed the participants about his decision to create an organisational unit at TANOK.

EXTENSION, PUBLICITY TYPE ACTIVITIES

Winter, 98. Investigation of legal, financial background of the alternating education.

1. Mr. I. Horváth Chairman of the Board, General Director of the Dunaferr Ironworks CO has prepared a document summarizing the experience obtained at this company in alternating education and formulated some proposals for the future. The first part of the document (5 pages) evaluates the project as a success and describes the general principles of this educational experience, and the details of first industrial period (work done by the students, tutorship, evaluation). The second part (4 pages) raises the questions to decide from legal, financial, organizational viewpoints. It contains proposals as well. The document has been sent to the Ministry of Culture and Public Education.

2. Mr. E. Udvardi Lakos counselor of the ministry above has prepared a document (11.03.98) about the financing of enterprise - higher education cooperation. The basic variants of this proposal are: - to allow to use a part (0.2-0.5%) of the professional education tax (1.5% of total salary amount) for higher education as well, - To increase the tax above by 0.5% specially dedicated to this objective, - to introduce some tax reduction at the enterprises, which have similar activities. The topics will be discussed on ministry and governmental level.

March 98. Further participation in EU projects

There is an intensive work in preparation of LEONARDO (CNAM, Mr. Laulan, Sol) and TEMPUS project (TUB Mr. .Moson). The plans are discussed among the partners (CNAM, Dunaferr, TUB, German, Hungarian partners). There is an intensive work (mainly done by Dunaferr) to involve other enterprises, chambers etc. Several positive reflections were received. The coordinator regularly informs other organizations interested (Hungarian, French TEMPUS Office, Hungarian Rectors' Conference etc). The future students are informed by different ways as well (e.g. a paper published in the TUB students' journal: Jövő mérnöke /Engineer of the Future/).

April 15, 1998. Report of Working Period 4, Information material for Phare conference (June 12-13, 98) /in Hungarian, English summary/.

April 21, 1998. Steve Roberts and Elisabeth Siklos (The external monitoring and assessment service for the Phare programme) visited the project. The coordinator and financial coordinator informed them about the objectives , results of activities. Mr. Roberts underlined the importance of financial issues, plans, cost analysis in case of regular work (after the pilot stage).

May 6, 1998. Visit of the Phare evaluators (Dr. F. Tátrai /PMU/, Dr. L. Hollán /EU expert/, Dr. G. Agg /HU expert/). The general evaluation was positive (See reports attached). The members of the committee asked for a detailed investigation of the sustainability of the project (taking into account the tasks, responsibilities of the main partners: ministry, enterprises, university, students etc.) in the final report.

June 12-13, 98. Balatonszéplak, Hungary. Presentation of the project at the Phare Conference by Ms. T. Zupkó (director, Dunaferr Human Institute) and Ms. M. Perger (Head of TUB Alternating Education Office). The summary and proposals of the 1st subproject were formulated by P. Moson (coordinator) the chairman of the session (see the full summary attached in Hungarian - main proposals will be included in the final report).

July 7, 98. Paris. Ch. Sol and P. Moson discussed the recent extension type activities, esp. the the preparation of the visit of I. Horváth (Dunaferr PDG), Gy. Hatvani (director general of Hungarian Energy Office, co-chairman of the Round Table of Industrialists), A. Penniger (Director, TUB TANOK), M. Perger to France /October 19-20, 1998/.

August 31, 1998. Official end of the Phare project.

November 1998. Final Phare evaluation of the project by EU experts (L. Hollan 1, L. Hollan 2, G. Agg).
