  1. Professional part

The aim of this project is the establishment of the structure of long cycle alternating higher educational forms in engineering leading to diploma, based on the adaptation of international experiences (especially apprenticeship - CNAM, France), and real demands of Hungarian enterprises. The realisation is carried out through pilot modules.

The activities in Working Period 2. followed the plans elaborated in CA and the Report of Working period 1. The work in the project according to the above reports is divided in 9 submodules (Information technology, General management of the project, Professional /4 technical and 3 human type education/ modules).

This report contains a summary of common activities led by the co-ordinator (General management module). A more detailed description, especially related to the other modules please find on the Internet: http://tutor.nok.bme.hu. Please see part Staff, submodules. 2.B. Detailed description of Activities

The basic activities of this period were:

  1. Beginning of the university period in 3 modules.
  2. Preparation of the industrial period (tutors' training etc.)
  3. Further course, material development.
  4. Publicity, investigation of legal, financial background of the new educational form.
  5. Installation of equipment (esp. information technology system), preparation of its regular work.

Please find a detailed description of activities above followed by a risk analysis and proposal for some minor modifications.

Summary of activities:

September1,96 - February 28, 97

(This description of activities was prepared by the coordinator, so it contains activities related to the whole project. A more detailed summary can be obtained by studying the timetables of 9 modules /eg. concerning the questions of curriculum development/.)

September 16, 96. Beginning of the alternating education.

The academic period of the education was began in 2 modules (environmental technics - management, steel structures). Later (end of September) the 3rd module (process engineering) was began as well.

September 27, 96. Meeting in Dunaújváros.

Participants: representatives of Dunaferr Company (Ms. Mádliné dr. Maár Ilona director of the Human Institute, directors or representatives of ltd: Mr. L. Szûcs, Mr. Z. Suba, Mr. I. Trencsényi, Mr. F. Bakonyi, Mr. L. Hufnágel, Mr. A. Szloboda), TUB professors (Dr. L. Dunai, Dr. I. Loványi, Dr. P. Moson, Dr. M. Parti), students of the new alternating educational form (11 environmental technics - management, 4 steel structures), others.

Summary. The meeting was chaired by Ms. Mádli. The Dunaferr representatives gave a detailed description of the current situation in their factories, and plans for the next decade. The main issue was the engineering part, but the questions of financement, human resources were touched as well. Mr. Moson summarized the Sandwich project, the first results of the joint university-enterprise activities. After some discussions the students signed the contracts with Dunafderr for the following 2 years of alternating training. The meeting was terminated by a visit of the company.

October 15, 96. Report about Working Period 1.

The report containing description of activities carried out, financial report, activity plan for Working Period 2 was prepared and submitted to PHARE Office.

October 17, 96. Official Opening Ceremony (TUB Budapest)

Program: 10:15-10:30. Reception at the Rector's Office

10:30-12:00. Opening Ceremony in the Main Ceremony Hall of TUB

12:00-12:30. Information , consultation, discussion.

12:30-13:15. Visit of the Information Technology System of the project.

13:30- 15:00. Lunch.

Participants:(Opening ceremony). EU, French guests, CNAM delegation, consortium members (enterprises, unions, foreign partners), representatives of the Hungarian ministries, TUB professors, students of the new alternating education, people interested in sandwich type education (approx 150 persons).

Summary. The ceremony was chaired by P. Moson, the project coordinator. The speakers (in order of their speeches at the meeting): Dr. P. Bíró, rector TUB; Dr. Ch. Sol, CNAM, director ESCPI; Ms. M. Zsíros, Dunaferr Human Resources director; M. F. Nicoullaud, ambassador of the French Republic in Hungary; Mr. A. Forgács, Ministry of Culture and Education, vice secretary of state; Mr. M. Monfort, French Ministry of Foreign Affairs; Mr. B. Emont, French Ministry of Culture; Mr. Zs. Hamzi, student of the alternating education; Mr. M. Pincon, French-Hungarian post-secondary education cooperation; Mr. G. Malglaive, director, Ingénieurs 2000; Mr. P. Soltész, Hungarian Ministry of Culture. The speakers underlined the importance of the new educational form and the successful cooperation of EU partners, Hungarian enterprises, ministries and higher education. The ceremony helped to present the new educational form to all basic participants (university, enterprise, students, Hungarian and foreign govermental bodies).

The presentation of the Information Technology System showed the succesful installation of the equipment. The IT system at this moment is able to give general information about the project and the existing modules on the World Wide Web.

October 18, 96. CNAM network meeting (TUB Budapest)

The aim of this meeting with participation of 17 Hungarian higher educational institutions was to present the CNAM (consortium member) network containing approx. 60 centres all over the world. TUB probably will be one of these centres, and this meeting can be considered than the first extension step of the alternating (sandwich) type education in the other Hungarian higher education institutions.

October 19, 96. Information Technology Course (TUB Budapest)

The IT system was presented in detail to the representants of 9 modules and the French partners. The use of system was discussed. It was decided to form 10 technically identical (Windows 95 based) workplaces for the regular educational and administrative work.

October- November 96. General Publicity of the Sandwich education.

The activities in publicity will be divided in 2 main directions: (i) general information about the project, (ii) special information about the educational modules. In this period the work was focused on general information. Basic activities:

informing press about alternating education (MTI, Jövõ mérnöke, ...)

discussion with vice-rector Dr. G. Gordos (P. Moson, November 8, 96) of the joint activities in different kind of enterprise-university relations. Here a plan has been worked out for the investigation of legal background of this educational form.

information letters were sent to the deans of all faculties of TUB.

presentation of the project on the Meeting of TUB Supporters (BME Támogatói Köre) November 18, 96.

preparation of materials for the presentation of Sandwich project on the Technology Commercialisation Meeting (January 14-15, 97).

November 18, 96. Visit of PHARE Professional Supervising Committee

Members of Committee: Dr. G. Agg (Hungarian Ministry of Culture and Higher Education), Dr. L. Hollán (EU specialist, SEVRES, France), Dr. F. Tátrai (PHARE program director).

Summary: The project coordinator presented the CFA Hungary 2000 office, the information technology system and the administrative files of the SANDWICH project.

In the discussion, among others, the following questions were arisen:

- it is recommended to involve into the project new enterprises (in addition to Dunaferr) and the remaining faculties of TUB,

- on all documentation, additionally to the logo of PHARE, the name and number of the program must be indicated,

- the participation of EU and Hungarian governmental organisations would be useful in the investigation of legal and financial aspects of the project, which is extremely important for the long time survival of alternating education.

The general evaluation of the project was very good.

November 28-30, 96. Tutor training, Balatonfüred.

Objectives (formulated earlier):

discussion on the industrial period, finalisation of the double tutorship, responsibilities, deadlines,

training of tutors based on the CNAM experience,

use of information technology system in tutorship.

Participants: CNAM specialists(J.M. Pajot, J.S. Chantome), Enterprise representatives (Dunaferr 13 persons, Alba Regia Ltd. 1 person), TUB professors (19 persons).

Program:

Thursday 16:00. Opening. Summary of results achieved, formulation of next activities (P. Moson).

16:45. Tutorship in general, in distance education, preparation of multimedia materials (I. Loványi).

17:45. Information technology system. Learners' protocols, with special emphasis on data security (A. Nagy).

19:00. Dinner, free consultations, welcome party.

Friday 9:00-12:00. Tutors`training. General ideas of alternating education of engineers. Main objective: "production"of an engineer competent in both academic and practical senses. Main method: joint work of university, industrial tutors and learner-engineer, managed by the later and containing regular evaluation on all levels.(J.M. Pajot).

15:00-18:00. Tutorship. Concrete realisation. Detailed description of methods, tools, documents used at CNAM. Discussion (university, enterprise representatives). (J.S. Chantome).

18:00-18:30. Decisions on industrial period, tutorship (see detailed description).

19:00. Dinner. Further free discussions.

Saturday 9:00-11:00. Summarising consultations (coordinator - French specialists)

Decisions

related to industrial period and other activities at DUNAFERR:

1. Students' orientation test: 10:00, January 8, 1997 (planned).

2. Final choice of tutors (as soon as posible followed the finalisation of professional themes - Dec. 96 - Febr. 97).

3. Dunaferr expressed willingness to recruit new students for a second promotion of sandwich type education. A visit to Dunaferr company will be organized (with presentation of real technical problems to solve). The responsibles of modules are asked to determine the best date.

4. A TIMETABLE of activities must be worked out. Planned activities and dates:

Beginning of industrial period (Steel Structure: Febr. 7,97; Environment: Febr.7,97 special training at TUB, mid March industrial period).

English language: distance learning, 1 consultation at Dunaújváros/month.

"Dunaferr knowledge". 1 week presentation of the company, meetings with directors (April 97).

5. tutorship documentation of CNAM will be translated and adapted (Mr. Pajot offered the software in electronic version).

6. The CNAM documentation will be available for an experimental period in both printed and electronic (internet) versions.

January 8, 97. Budapest.

Personal ability, skill test of the first students (14 participants) organized by DUNAFERR. It was a preparatory phase of the industrial period (helping to choose the appropriate field of work). The investigation was carried out by Ms. A. Balogh (SHL Hungária Ltd - a longtime partner of Dunaferr company) and it consisted of a written and oral (evaluation) parts. The written part contained:

Test 1. Numerical skills (time limited - 35 minutes)

Test 2. Text comprehension skills (time limited - 35 minutes)

Personal questionnaire (containing only job related questions).

January 13, 97. Consortium meeting. Budapest.

Participants: Representatives of the 10 consortium members, professors of TUB involved in the project (approx. 30 persons, see list included).

Summary of activities.

1. Videotape presenting CNAM, especially tutorial work (10 min.)

2. Report of the coordinator (P. Moson) containing activities performed in the period September 1,96 - January 97, tasks for the nearest future (industrial period of the first students, PR activities /general and on course level/, adaptation of tutorship materials, extension of the use of informational system, financial, legal aspects), strategic planning.

Contribution of Ch. Sol (CNAM). Evaluation: The project develops very quickly, important steps has been done. Risks, questions to be solved: (i) more active involvement of the direction of TUB in the pedagogical part; (ii) appropriate choice of internal structure (suggestion: education, diploma can be on faculty level, but enterprise relations, PR, marketing activities would be better organised by a center, HONG 2000, TUB PRO ; (iii) importance of increase of participating companies.

Discussion.

3. Particular discussions of the participants (main topics: reception of students in Dunaújváros (Ms. Madli, Mr. Lajos, Mr. Dunai); visit of the industrial tutors to CNAM, France (Mr. Sol, Ms. Madli); finalisation of the information materials (they will be distributed by the Round Table of Industrialists, Ms. Á. Brányik); financial questions (presented by Ms. I. Varga); adaptation of tutorship materials (it will be carried out by Ms. M. Perger, and supervised by Mr. I. Lovanyi), information technology system (Mr. Á. Nagy) architecture module (Mr. Matuscsak).

4. Consortium meeting. By this time the most of activities were carried out by TUB, CNAM ESCPI, Ingénieur 2000, Dunaferr, GVK. In the following period a more active participation of other consortium members is planned (involving enterprises, students, teachers - using general documentations, particular presentations, personal activities). The translation of information materials into English was decided. The question of creating alternative variants of education was arisen (other length of training, employees status of participating students etc. The financial motivation of participants was discussed as well.

5. Dinner. It was mentioned that this meeting was the second (1st was held in January 96 in Paris, according to the original PHARE application). The discussions on general policy were continued, especially concerning foreign and multinational firms.

January 14-15, 97. Industrial days. TUB - Budapest.

The aim of this program was to improve university- enterprise relations (which is the main objective of the PHARE HU. 94.05. program as well). Program:

1. Opening speech of P. Bíró, rector of TUB.

2. Detailed investigation of the main objectives (evaluation of the current situation, plans) by G. Gordos, vice-rector of TUB. Here among others was underlined the importance of educational service activity of TUB based on demands of economic sector and carried out not only at the university campus (the alternating, SANDWICH type, education is a realisation of these ideas).

3. Presentations of different offers (research, education etc) to the invited guests. The SANDWICH project was presented by the coordinator (15:20-15:40 Jan 14, 97 ), an information poster was prepared as well. There were questions about the realisation of the project and interest in the participation (eg. Bács-Kiskun County Foundation for Enterprise Promotion Enterprise Agency).

January 16, 97. FETES DE LA FRANCOPHONIE

Mr. J. Chirac, the president of the French Republic visited Hungary. His program contained a meeting with the representatives of the young Hungarian generation (approx. 3000 persons) held at the Budapest Hall of Sport. There was an exhibition of educational possibilities, projects with French participation. The Sandwich project was presented as well (poster, information materials, participation of the colleagues involved in the project).

January, February 97. Activities to involve further enterprises into the project

The consortium members began active PR work. The Hungarian information materials have been renewed, English version has been prepared.

The Round Table of Hungarian Industrialists sent the new information letter to approx. 100 leading Hungarian Enterprises. Later on a meeting of this organisation Mr. I.Horváth, the general director of Duneferr, presented their politics, including the Sandwich type education as well.

Visit (Jan. 25-29, 97) of the coordinator to IBISTRA Company (Berlin). The main topic was to discuss the participation of consortium member IBISTRA in the presentation of TUB sandwich project in Northern-Europe (Germany, Denmark, Finland). According to the plans special information materials will be prepared (based on the English version). Later the representatives of the company will find the interested enterprises and give a detailed information. On behalf of IBISTRA Mr. Thomas Pfau (member of the consortium) and Mr. Fritz Steinbeck took part at the meetings. For this work the project can provide to IBISTRA approx. 3000 ECU. The long term financing of joint activities will depend on the number of enterprises involved by this way into the alternating education.

The program contained a visit to a&d Schulungszentrum - Berlin, where Mr. Hilbert Krüger informed the coordinator about their continuing education activities, experience.

The visit helped to obtain more information about the work of the partner institution. Its real use can be measured later, depending on the success of the activities described above.

Visit of Ms. Mária Perger to Paris (ESCPI, Ingénieurs 2000). Ms. Perger prepared and taught courses in the Native Communication module and she will be involved in the university - enterprise cooperation. Ms. Perger took part at tutorial meetings, evaluation procedure. She is responsible for the translation of tutorial administration materials.

Some other consortium members (ÉVOSZ, Civil Building Construction Ltd) performed an active work in organisation of new modules.

January, February 97. Exams of the academic, beginning of the industrial period.

The students participating in sandwich education have successfully fulfilled their academic period requirements.

An intensive work was carried out by the 3 module directors, their colleagues and the responsibles of enterprises to organise the beginning of industrial period.

Beginning of industrial period for the 4 steel structure module students (in Dunaújváros). The students of the environment-management module take part at a special intensive training prepared for this group at TUB.

February 22-27, 97. Paris. Industrial tutors' visit, training.

A delegation (7 persons) of industrial tutors (Dunaferr, Alba Regia-ÉVOSZ) visited ESCPI and Ingénieurs 2000 in Paris. This delegation was accompanied by Ms. Perger.

February 25, 97. Presentation of the project to the students.

It was a part of a series of events titled: EUROBUS - European Union at the Technical University of Budapest. The coordinator informed the students in the Workshop: Education at EU.

Evaluation, modification, risks.

The work follows the plans, there are no significant changes in the professional part of the project.

Some delay can be seen in the finances (i.e. the typical case is that the activity has been done, but there was no payment for it in the given period).

Risks.

As it was formulated earlier :

The success of this kind of formation depends on the interest of industry. All consortium partners ought to work in this direction, especially with their national companies.

About 5 enterprises are involved in the project and have students. The basic one is the Dunaferr (15 students and declared need for a new promotion). Despite of (general type) information campaign at this moment there is no other enterprise with similar interest.

Some additional risk may cause the frequent fluctuation of administrative personal (caused basically by the low salaries for this job requiring computer literacy and the knowledge of English, French languages).

The education is realized on faculty level. It has some advantages, the harmonization of 9 submodules is a complex task.

The general technical and human level of information technology slowed a bit the total use of information technology system.

Explanation of financial delays and minor changes.

The finances of the project follow the plans, but the payment of activities carried out is in some delay. It is caused by different reasons.

Common cases:

  1. The amount for this period was transferred by Phare in February, too late taking into account that the end of the period was February 28.
  2. In 1997 there were important changes in the Hungarian taxation system. Neither theoretically nor technically the university was ready to payments in January.

Special cases:

  1. In 5 modules (Environment, Steel structures, English, Native communication, Management) there were intensive teaching and course development activities paid according to the plans.
  2. In 2 modules (Process engineering, Architecture) there is no education or only a small numbers of students (2). The payment will be realised in the WP 4, when probably the number of students will increase.
  3. In Information technology important part of the work has been done, but because of the discussions on the method of payment of subcontractors fee the payment has not been realised in this period.
  4. The payment of the common, larger part of the project (General management) followed the plans. We ask to transfer the remaining amounts to the corresponding items of Working period 3.

In the Co-Finance Agreement there was not stated any Phare money for Foreign TravelSubsistance costs. In the implementation process of the project it turned out the necessity of these activities. They were financed by the corresponding to the activity founds (see Gen. management 2.10.). It was only about 1% of the total Phare budget. We would like to ask to allow us this type of changes (if it is necessary) in the future as well.

2. General management - common activities (Responsible: P. Moson)

According to the general part of the Work Plan of Activities the continuous tasks of the General Management are the following:

- coordination of activities of consortium members, financing the project,

- investigation of legal, financial etc. background of the new educational form,

- general information of economic and academic sector, general advertisement,

- coordination of educational activities of modules,

- registration and follow up the learning process of students,

- methodology of tutorship,

- monitoring and evaluation.

In the given period we mention only special events related to these activities.

Work period 3. (March 1, 1997 - August 31, 1997)

02-03/97. Beginning of industrial period.

02-06/97. Advertisement, publicity campaign of education beginning in September 97.

06-08/97. Evaluation of the industrial session, tutors' reports.

02-07/97. Double tutorship.

PROFESSIONAL MODULES.

The basic activities of these modules are the teaching process, course development (corresponding to the module) and to find out the specialities of the faculties.

3. Architecture module (Responsible: T.Matuscsák, Z. Rostás)

(This module will contain the whole series of activities from the identification of the demand of economy. The education will begin in September 1997.)

Course development.

Harmonisation of the courses on faculty level and with industrial specialists.

Information, advertisement for the given target group.

Regular use of information technology, multimedia development.

Recruitment, selection of apprentices.

Monitoring and evaluation.

4. Environment module T. Lajos, M. Parti,

5. Process engineering module - P. Arató, I. Loványi,

6. Steel structure module - M. Iványi, L. Dunai.

These modules were ready for the beginning of education by September 96. (In modules 2.,3.,4. the training is on.)

Work period 3. (March 1, 1997 - August 31, 1997)

Course development.

Harmonisation of the courses on faculty level and with industrial specialists.

Permanent contacts with tutors and apprentices in the industrial period.

Information, advertisement for the given target group (2nd promotion).

Regular use of information technology, multimedia development..

Recruitment, selection of new apprentices.

Monitoring and evaluation.

7. English communication module - J. Sárvári,

8. Native communication module - É. Kelemen,

9. Management module - J. Hóka, J. Gelegonya.

These modules are common for all professional areas and they contain mainly new curricula. Some colleagues will take part in the feasibility study on project level. The education was began in September 96.

Distance learning in the industrial period. Regular use of information technology.

Monitoring and evaluation.

FUTURE ACTIVITIES (UNTIL THE END OF THE PROJECT)

Activities planned until the end. We follow the Detailed Plan of Activities (Co-finance Agreement A3). There is no need to revise. The basic activities will be: regular work of the system (information technology, administration, educational process, permanent contacts between the consortium members, especially with CNAM, university-enterprises), structure of alternating engineering education (legal, financial, methodological etc. background), extension involving more economy, faculties, other higher educational institutions.

At this moment it seems that the objectives formulated in the application can be completed in the given time period.

The budget is realistic. The delayed payments of Working period 2 will be paid soon. We would like to finance the project in Working periods 3-4. according to Tables of ANNEX B.
